The 1st Call is built on the hard evidence that civilian treatment centers do not work for First Responders. Stigma is a barrier to treatment for most people. With First Responders, the fear of being judged or the fact that they are in treatment and their department finds out causes them to not feel safe and they simply shut down. Being with their peers, their brothers and sisters, establishes a level of trust that enables them to open up and be honest, a basic tenet of recovery.
